With around 2.16 million inhabitants and an area of approximately 16,000 km² (2015), Thuringia is one of the smaller and, aside from its 19 large and medium-sized towns, relatively sparsely populated federal states. By comparison, the Ruhr region is home to over five million residents on roughly 4,400 km². Industrial and service-sector companies account for a large part of Thuringia’s economic strength. In addition to the research and educational locations of Jena, Erfurt, and Ilmenau, Eisenach is also among the most economically profitable cities. Thuringia’s manufacturing sector has been shaped by glass production in the 20th century (Schott Jenaer Glas, Carl Zeiss Jena), and in the 21st century, several companies in the glass, optics, and chemical industries emerged from these operations. In April 2016, Thuringia had an unemployment rate of 7.0 per cent, about one per cent above the national average. There is an unusual disparity within the state: while the average rate of 4 per cent in economically strong south-western Thuringia is among the lowest nationwide, the north-east, at around 10 per cent, is well above the average. In particular, the state capital Erfurt, eastern Thuringian Gera, Gotha, and the research- and development-intensive Jena, have high crime rates. Economic crime in the form of industrial espionage, employee offences, property offences, and transport crime has risen in recent years. In 2015, 140,240 offences were recorded in Thuringia; the clearance rate (AQ) was 64.3 per cent, and total financial damage exceeded €97 million, of which 1,601 cases of economic crime alone caused a monetary loss of €41 million.
In the private sector, primarily thefts (44,321/AQ 38.1 per cent) and residential burglaries (1,477/AQ 25.7 per cent) saw significant increases. In economic crime, there was a notable rise in property and forgery offences (26,835/AQ 75 per cent) and fraud offences (928/AQ 80.7 per cent). The latter alone caused €20 million in damage, about half of the total loss caused by economic crime. Very often (around 50 per cent), economic crime is committed in connection with employment.
